EASA releases notice of amendment to rules and procedures for drone operations in Europe

The European Aviation Safety Agency (EASA) has published a Notice of Proposed Amendment (NPA) 2021-09 proposing modifications to the acceptable means of compliance (AMC) and guidance material (GM) to Regulation (EU) 2019/947 on the rules and procedures for drone operations. The NPA is available for public consultation until 15 September 2021.

The NPA proposes a general update of the published AMC and GM taking into account the feedback received after their publication. In particular the NPA addresses several topics such as:

  1. New AMC and GM for the definition of ‘geographical zones’

The new AMC and GM have been developed based on the input provided by the UAS Geographical Zones Task Force. The objective is to facilitate the harmonised implementation of Article 15 on ‘operational conditions for UAS geographical zones’ of the drone Regulation.

  1. Revised AMC as regards cross-border UAS operations procedures, including the forms for the operational authorisations in the ‘specific’ category

Based on the feedback received from national aviation authorities, the process for allowing cross-border UAS operations and the forms for the application and issue of operational authorisations in the ‘specific’ category has been revised to reflect the actual and current needs.

  1. New AMC and GM for the standard scenarios (STSs)

STS were introduced with Regulation (EU) 2020/639 of 12 May 2020 as regards standard scenarios for operations executed in or beyond the visual line of sight, and this NPA proposes the related AMC and GM based on the comments submitted during the consultation on these STSs.

  1. Training of the remote pilots in the ‘specific’ category by providing the training modules syllabi.
