The Italian civil aviation authority (ENAC) has published a safety promotion guide dedicated to reporting incidents in the uncrewed aerial system (UAS) sector.
The revision incorporates the new provisions of Implementing Regulation (EU) 2026/1821, which includes an extensive list of drone-related events subject to mandatory reporting. The reporting forms for Open and Specific operations have also been updated.
Reports fall into two categories: mandatory (Mandatory Occurrence Reporting – MOR) and voluntary (Voluntary Occurrence Reporting – VOR). ENAC says that, in general, it is advisable to report any event considered significant for safety purposes.
ENAC’s list of events to be reported includes a section on U-space. These events include:
- UAS operations within U-space airspace that do not comply with applicable operational conditions and airspace constraints, or that are conducted using an unmanned aircraft system that does not meet the prescribed UAS capabilities and performance requirements.
- Missing, erroneous, delayed, or misleading information, instructions or services provided by a U-space service provider (USSP) that endangered, or could have endangered, the UAS, any other aircraft, or any person.
- Non-compliance with the flight authorisation (e.g., absence of a flight authorisation, failure to activate the flight authorisation, deviations from the flight authorisation in terms of space or time).
- Unauthorised exit from U-space airspace.
- Misuse of U-space services resulting in a loss of situational awareness.
- Failure to execute the dynamic airspace reconfiguration (DAR) procedure.
- Insufficient separation between the unmanned aircraft and any manned aircraft.
- Encounter with manned aircraft in an active U-space airspace designated within controlled airspace.
- Encounter with a non-visible manned aircraft in a U-space airspace designated within uncontrolled airspace.
- Encounter with a non-cooperative UAS in U-space airspace.
In Italy, two authorities must be notified in the event of an accident or serious incident: ENAC and the civil aviation safety investigation authority (ANSV).
Reports must be submitted without undue delay and within 72 hours of the reporter becoming aware of the event. In the event of an accident or serious incident, the ANSV must be notified immediately and, in any case, within 60 minutes.
