“Our comments support the rule and focus on one implementation question: how the framework treats the coordination layer — the software that fuses detection sensors into a common operating picture, supports the certified officer’s decision, and carries the rule’s notification, reporting, and data-protection requirements,” said the company. “The current rule addresses detection and mitigation equipment in detail, but does not yet state how this layer fits within the technology authorization framework, which leaves agencies without a clear basis for procurement and compliance decisions.”
