French regulator publishes SORA guide, sets out expectations for safe drone operations

The French civil aviation authority (DGAC) has published a guide to support operators of drone systems wishing to prepare a safety study. The guide to Specific Operations Risk Assessment (SORA) is called the Guide de Mise en Oeuvre de la methode SORA. While it is not designed to be a substitute for regulation or an acceptable means of compliance, it serves to clarify and illustrate the regulations, and specifies certain expectations of the regulatory authority.

The operator still retains full responsibility for the content of his application for authorisation, however in the event of a dispute or difference in interpretation, the regulatory texts are authoritative.
