ResilienX, Valgard Ventures partner to progress digital airspace operations in Europe

ResilienX and Valgard Ventures, a strategic venture and infrastructure development firm, have announced a Memorandum of Understanding (MOU) to collaborate on advancing Europe’s digital foundation for safe, connected, and resilient airspace operations.

“The partnership combines ResilienX’s advanced safety assurance technologies with Valgard’s dual-use venture and defense infrastructure expertise to support Europe’s growing need for trusted digital foundations for Beyond Visual Line of Sight (BVLOS) operations, airspace integration, and mission assurance,” said the companies in a press release.

“Through this collaboration, ResilienX and Valgard Ventures will design and promote an open, standards-based digital layer that connects airports, national authorities, and regional operators through interoperable data and shared situational awareness.

“Key objectives include:

  • Mission Assurance: Delivering continuous monitoring, conformance, and automated continuity for resilient and predictable airspace operations.
  • Integrated Air Domain Awareness: Unifying surveillance, perimeter, and infrastructure feeds into a single operational picture so authorities always know who’s in the airspace, what they’re doing, and whether they belong there.
  • Secure and Lawful Counter-UAS Operations: Developing policy-aligned frameworks that connect C-UAS detection and mitigation capabilities to the appropriate legal and operational authorities. This includes ensuring compliance with national aviation laws, EU C-UAS policy guidance, and privacy standards, while enabling a coordinated, layered approach to detection, tracking, and response.
  • Interoperability and Scalability: Enabling nations to evolve, interconnect, and scale their digital airspace ecosystems confidently.

“This partnership directly supports the European Union’s growing emphasis on harmonized UAS and C-UAS governance, where technology, policy, and authority must align to balance innovation, security, and civil liberty. The companies aim to help regulators and operators alike strengthen resilience, clarify operational roles, and enable lawful mitigation actions within clearly defined command structures.”

“Europe is taking a leadership role in building digital infrastructure for safe integration of uncrewed systems,” said Andrew Carter, CEO of ResilienX. “Together with Valgard Ventures, we’re helping to define the standard for airspace integrity, bringing real-time awareness, resilience, and trust to every level of UAS operations.”

Under the MOU, Valgard Ventures will lead strategic engagement, investment alignment, and government coordination across Europe, while ResilienX will provide its proven technologies, FRAIHMWORK®, an in-time aviation safety management system (IASMS), and AAM OptiX®, an interoperable digital infrastructure layer for secure data sharing across advanced and autonomous operations.Together, the companies will explore commercial opportunities, demonstration projects, and partnerships with European ministries, airport operators, and industry stakeholders to accelerate adoption of resilient and interoperable airspace systems.
