In early December, in the Central Business District (CBD) of Jinan, Shandong, a drone from Jinan Low-Altitude Group accurately landed on a ground-based drone docking cabinet. Staff at the logistics distribution service centre promptly retrieved the package and handed it over to a building robot for delivery, marking the official launch of Shandong’s first business district “low-altitude +” smart logistics innovation application scenario.

It is reported that the project closely aligns with the characteristics of Jinan’s CBD, which features dense buildings and highly concentrated logistics demands. With the goal of building an “air-ground integrated” smart logistics network as a breakthrough, the project has established a three-stage unmanned logistics system consisting of “drone-unmanned vehicle-building robot,” forming a new intelligent delivery network. Delivery times have been significantly reduced from the original 12 hours to just 30 minutes.

As one of the organizers, Jinan Low-Altitude Economic Development Group has been deeply involved in the entire process of planning and constructing the “low-altitude +” innovation application comprehensive pilot zone. According to a relevant person in charge, to ensure the safe operation of drones and smart delivery systems in urban central areas, the group has established Jinan’s first low-altitude integrated sensing and detection pilot zone. This integrates electromagnetic sensing and optoelectronic AI technologies, capturing drone characteristics through RemoteID and ultra-high-definition cameras, and then analyzing the data with fusion algorithms to achieve identity recognition, flight path supervision, deviation warnings, and monitoring of unauthorized flights. This ensures a stable identification accuracy rate of over 95% for flying targets within the monitoring range.

Coupled with electronic fences and precise flight path planning, it not only guarantees the efficiency of 30-minute emergency deliveries but also strengthens the safety line for low-altitude operations.

Lyu Xiaolin, Director of the Industrial Development Department of Jinan CBD Management Committee, stated that by the end of 2027, key performance indicators are expected to be continuously optimized. Unmanned vehicle delivery times per trip will be shortened by 25% compared to traditional manual delivery, building robots will handle over 300 deliveries per unit per day, and drone takeoff/landing points and route networks will be deployed.

The application scenario will expand to other core buildings within the CBD, achieving continuous coverage of the low-altitude communication network, a 30% improvement in equipment coordination efficiency, and a daily package processing capacity of over 2,000 items.

The implementation of this “low-altitude +” smart logistics project is an important practice by Jinan Low-Altitude Group in actively promoting the development strategy of the low-altitude economy. “The model of ‘state-owned enterprise platform + professional logistics operator’ holds demonstrative significance for improving Jinan’s low-altitude industry infrastructure.”
