JEDA publishes Standard Scenario Scoping White Paper

The Joint European Drone Associations (JEDA) has published its new Standard Scenario (STS) Scoping White Paper, “a collaborative effort by JEDA members with the experience, qualifications,  and a shared commitment to better describe the current situation and propose practical solutions,” said the association in a Linkedin post.

“This white paper elaborates current needs and proposes potential additional STSs to foster and improve the UAS industry providing usable Standard Scenario, to reduce the burden and the effort posed on the Agency and on the Aviation Authorities and to maintain the highest level of safety compatible with the effective risk of the operation,” said the association. “The current standard scenarios STS-01 and STS-02 have not been used extensively by the industry so far because these STS are not meeting widely spread industry needs by being too restrictive in their scope and limitations. For example, these scenarios require a safe distance from people in the form of a controlled ground area which in practical use cases creates a very strong usability limitation, especially under the condition that the UAS manufacturers will have to demonstrate conformity with the C5 or C6 class marking.

“The high costs of the CE and Class Marking and the important safety distances required create a use case that is often not very appealing for both manufacturers and users/operators: the former are unable to cover the investment of the CE and class marking to low request, the latter not interested to pay for a drone knowing that the operational context and flexibility are strongly limited.

“Additionally it is clear that the burden on the Aviation Authority to evaluate such requests is reduced due to the inherent simplicity of the declarative nature of Standard Scenarios, nevertheless remote pilots shall hold a valid STS practical and theoretical training (UAS).
